The Gemara answers: Yes, as it was taught in a baraita: The straps of the phylacteries, when they are with the phylacteries, render the hands ritually impure as is the case with regard to contact with any sacred texts.

带子若是单独的,摸了不叫手不洁。
When they are on their own, they do not render the hands ritually impure.

拉比西缅·本·犹大 奉 拉比西缅 之名说:人摸经匣的带子,纵那带子还连在经匣上,仍是洁的,除非摸着经匣的匣身。
Rabbi Shimon ben Yehuda says in the name of Rabbi Shimon: One who touches the strap of the phylacteries remains ritually pure even if it is attached to the phylacteries, unless he touches the actual box of the phylacteries.

拉比撒该 奉 拉比西缅 之名说:人总是洁的,直到摸着那 门柱经匣 本身。
Rabbi Zakkai says in Rabbi Shimon’s name: One remains ritually pure until he touches the mezuza itself.
